Make Tables Ratable

I think you should look into making tables ratable, it will add more flexability to schemes especially with specified all risk items for schemes

Mark and I discussed this yesterday and i proposed a syntax for columns in the rating file something like: Answer:TableName.ColumnName So you coukd do things in the CSV like: Answer:ClaimsTable.ClaimsType, SetRate:ClaimsLoadRate Flood, 10.0
