In the past we've been asked by different users to change the way this works so that policies are not shown in search results for users not associated with that scheme, rather than just 'greyed out' i.e. shown in light grey.
We hesitated originally because of the idea of users being away on holiday who need their policies dealt with but in hindsight this would not be an issue at all: an Admin could still view the policies or could change the policy allocation settings on a whim, which is what often happens now. The FSA also say that there should always be two staff members able to deal with any scheme, so in theory it shouldn't happen much (even if people flaunt the rules or both are away an Admin can still make changes).
And there is a significant advantage to hiding unallocated policies completely: a single SchemeServe solution could have multiple schemes and completely different departments allocated schemes with no fear of overlap.

I think that this approach is quite right, I think we raised this ages ago when you first put the facility in as the greying out does not make much sense really.
Points 1 and 2 above deal with this OK - main thing is someone can see them, will avoid confusion in large companies with multiple departments.

Just go to Admin > Schemes to manage who can see schemes. Then choose a scheme and scroll down to the section called 'Who should be able to see this scheme?'.
